Many
renovation activities such as sanding, cutting and demolition
can create hazardous conditions arising from lead dust and lead
paint chips. By disturbing lead based paint, airborne lead
particles can be exposed to adults and children.
Stinson Services, Inc is an EPA
Certified Renovator. The EPA issued a rule on
April 22, 2008 that required the use of lead
safe practices to assist in preventing lead
poisoning.
On April 22, 2010 all contractors
performing renovations, repairs and painting
projects in homes, schools and child care
facilities built prior to 1978 must be certified
by the EPA. In addition, all EPA Certified
Contractors must follow lead safe work practices
to prevent lead contamination.
This is a major change since
prior to April 22, 2010 all contractors could
work on projects that involved lead based paint.
Now, it is against the law to work on projects
containing lead based paint without being
certified. The maximum penalty for not abiding
by EPA Lead Safe Regulations is $37,000 per day.

The new rules instigated by the
EPA make the contractor responsible for
determining if lead based paint is present on
renovation projects taking place on homes built
prior to 1978. The contractor must contain any
dust or debris involved with the construction
project and ensure that the work area is free of
lead particles throughout the project. In
addition the contractor must keep records of the
documentation required by the EPA detailing that
the homeowner was informed and the work
completed complied with the new EPA Lead Safe
Practices and was supervised by a Lead Certified
Renovator.

Exposure to lead can be harmful
for people of all ages. Children under the age
of six and pregnant women are most prone to the
damaging effects of lead poisoning. Many times
lead poisoning will show no immediate obvious
symptoms. Some common lead poisoning symptoms
include headaches, stomach cramps, fatigue,
muscle and joint aches, and effects on female
and male reproductive systems. Throughout the US
lead blood levels have been reduced by
implementing stricter standards on gasoline,
drinking water and food containers. Improperly
managed lead paint still poses a substantial
health hazard. In 1978 lead based paint was
banned from residential use, but prior to that
date many home remodeling projects included lead
paint.

In the State of Minnesota, MN
all contractors and subcontractors receiving
compensation for lead related work must be both
a Certified Firm and a
Certified Renovator. Both of these
titles require re certification after a period
of five years.
